Administration and Human Resources Manager

Description:

Southern Tanzania Elephant Program (STEP) is an NGO whose mission is to secure a peaceful future for elephants and the ecosystems and communities on which they are interdependent by supporting wildlife authorities, enhancing community livelihoods, and reducing human-elephant conflict. The Organization is seeking a full-time Administration and Human Resources Manager whose duties will be to manage Human Resources, Administration, Partnerships and Compliance. Salary will be based on experience and come with all required benefits. The position will be for two years starting in July/August 2024, with the possibility of renewal.

Duties and responsibilities:
Management of all HR Functions, including but not limited to:
● Reviewing, disseminating, monitoring and ensuring compliance with all HR policies and labour law
● Advising on policy adjustments to ensure compliance
● Keeping up to date with relevant laws and regulations
● Conducting and facilitating staff training.
● Maintaining personnel files, databases and leave roster
● Working to resolve any disputes, complaints and disciplinary issues
● Organization of staff recruitment, orientation, and induction processes
● Implementing performance management and professional development for staff with Department Managers
● Organizing periodic staff meetings and facilitating and coordinating staff feedback loops
● Serving as Liaison to NSSF, WCF, NHIF, OSHA, etc: facilitate registrations, manage compliance and inspections
● Leading application preparation, submission, and follow-up on permits for personnel
● Supporting with planning and organization of internal and external meetings, workshops, trainings
● Supporting implementation of the Internship Program
● Office management and oversight of rental agreements
● Liaising and coordinating with internal and external auditors, overseeing the implementation of auditor recommendations
● Overseeing annual external audit preparation
● Summarizing and monitoring grant compliance requirements, training personnel
● Serving as Government Liaison for reporting, compliance and administration
● Preparation and submission of annual and quarterly reports and other required reporting/filing
● Attending meetings
● Supporting the entire procurement lifecycle
● Tracking and ensuring all insurance policies are up to date
● Serving as Partnerships liaison; managing administration of MOUs with partners

Required qualifications, experience, and qualities:
● Bachelor’s Degree in human resources management or other relevant qualification
● Minimum 5 years of experience in human resources management and administration.
● Demonstrated passion for human resources management and organizational strengthening
● Computer literacy: The applicant must be proficient in information technology, especially Microsoft applications. Excel and Word are essential skills.
● Report-writing
● Familiarity with Tanzanian Labour and Tax Laws
● Strong track record in developing relationships with Government agencies
● Fluency in Kiswahili and English (spoken and written).
● Excellent communication skills.
● Highly organized, excellent attention to detail and able to deliver work to a high standard and meet deadlines
● Ability to work independently as well as in a multicultural team.
● Ability to learn quickly and multi-task
● Tanzanian national

Preferred qualifications and experience:
● Master’s Degree in human resources management or other relevant qualification
● Experience managing HR on a donor-funded project
● Experience with donor financial reporting
